Brisbane City Council Retirement and Aged Care Amendments

With the need for retirement and aged care housing options in Brisbane expected to increase by 50% by 2027, Brisbane City Council is proposing an array of amendments to the City Plan 2014 to increase the supply of suitable housing and enable Brisbane residents to retire within their suburb and community.

Key components of the proposed amendment package include:

  • Introducing a “Retirement and residential care facility code” to replace the current Retirement care facility code and ensure Retirement villages are no longer assessed against the broad Multiple dwelling code
  • Reducing the level of assessment for Retirement and residential care facilities in various circumstances
  • Introducing a new activity group “care co-located uses” which encourages the co-location of uses such as child care centres, community care centres, food and drink outlet, healthcare services with Retirement and Residential care facilities and, reduces their level of assessment in certain circumstances
  • Supporting Residential care facilities in the Low-density residential zone (LDRZ) and Low-medium density residential zone (LMDRZ)
  • Increasing allowable building height to 7 storeys in the Medium density residential zone (MDRZ) and 10 storeys in the High density residential zone (HDRZ) where in the up to 8 storeys zone precinct
  • Increasing allowable site cover in all zones
  • Increasing the minimum site area requirement in the LMDRZ from 600m2 to 800m2.

The proposed amendments seek to complement the initiatives Brisbane City Council introduced in 2016 which still apply and include:

  • 33% reduction on Council infrastructure charges
  • Free pre-lodgement advice
  • A dedicated assessment manager
  • Application decisions made within 90 business days.
